First a few questions to help us better diagnose whether this is a hardware of software issue: Does the DVD mount? Meaning will it show up on the desktop? Can you read and write to other discs that you put in? Do you get any kind of error message? Can you launch DVD player manually and play a DVD?
Check your CD and DVD system preference pane to change what you want your Mac to do when you insert a DVD.
I'd also run the general system maintenance utilities such as repairing disk permissions, running Onyx or a similar utility to clean out your system
If you have 10.4 then regardless of whether or not it solves your DVD issue I'd say go ahead and install as it offers significant improvements over your current OS. However if you're having problems with your DVD drive [meaning it's a hardware instead of a software issue] then you may want to hold off since obviously you'll be using the drive to install 10.4 and would have to have hiccup or something happen mid-install.
Regardless of what you do, make sure you have a full backup of your computer before installing an OS upgrade. If for whatever reasons something strange happens you'd hate to loose the data. I had a computer hiccup on me about a year ago while installing 10.4 and while we were able to get everything up and running I had to do a complete erase and install to do it. Thankfully, we made a backup before we started and didn't loose any data.
