Uncertainty in Stage reading--hydrometric station [Hydrology Forum]

Dear Colleagues

In a typical hydrometric station, stage reading might be subjected to a
variety of errors. We are somehow concerned with measuring stage at a
particular instant where the water surface elevation is inherently
fluctuating. I was wondering if there is any work done in the past to
quantify the governing Probability Density Function [PDF] governing this
fluctuation at an instant in time. Furthermore, is there any correlation
and/or relationship between parameters of PDF and the stage itself?

Any pointers to paper[s], documents, resource person[s] will be greatly
appreciated.
