If you can't convince people to use a new set of libs is it the right thing to do to 'force' them to use the new libs? [I don't know what the answer is but I'd err on the side of conservatism] Release them ... call them 'new_{old_lib_name}'. Ask for feedback, make sure they are well documented and stable. After a 'certain period of time' and if a vote takes place they may become the new official libs.

Yep, sounds great.
In general you just can't force people to use a new set of standard libraries without those libraries having been around for awhile.
But go ahead and release them, I agree that a great set of cross platform [where possible] standard libs is something Eu has been missing for a long time. Regards.
